yes and many towns are exempting it from excise as well

You pay the sales tax when you register the car in CT. I assume its the same in other states. You only get the free tax if you register it in CT. I would also assume that if you bought a smart from out of state and registered it in CT you would get the credit.
From what I understand this is only for new cars sales however.
