What would make it legal?
I'd bet that it only fails emissions because it doesn't include systems our government deems necessary...not because it puts out too many pollutants...
Designing and manufacturing such systems would be cost prohibitive.

SO...

I'd propose putting an electric drive in it...I'm sure it'd eventually be possible, if not already.

problem would be how it was imported. Depending on the waiver you could be stuck with exporting it after the sale.
