actually i dont really care too much if the reg is expired, as long as it was previously cal reg'd and can fully re-reg with the current mods.
having expired cal reg is better than no reg at all.

Can't think of a legal way to do what you want to do, the car is just too new to be exempted from emissions certification. Good luck in your quest.

the cal reg on my 451 smart is smog exempted already, so its not the smog status im too worried about. a hayabusa smart would likely be an older grey market smart, which can be difficult to reg the first time around in california, not so much for the smog, but for the dot spec.

if an older grey market hayabusa smart had expired (or valid) cal reg, it would be a snap to re-reg, even with a jet engine in the back.
if a grey market hayabusa smart had never been reg'd in california, then there would likely be a whole bunch of dot/epa hoops to jump thru, and with a hayabusa in back it probably wouldnt make it.

i'll take what i can get.

A quick look at the CA Dept of consumer affairs tells me that a new car sold and registered in CA is exempt for inspection for six years unless it changes hands and then that is reduced to four years. Cars older than 1973 are exempt. It is Illegal to modify automotive emissions devices without California Air Research Board CARB approval at any time. A jet is not legal, have people done it...
The state of MA follows CA rules intentional infractions of these rules have no financial cap. Whatever it costs to bring back to compliance.

If I understand these cars they are not produced by a manufacturer; they are tuner cars. If so, you may be able to register one under the kit car provision available in most states. Have no idea what that involves in CA but it would seem easier than trying to register a highly modified grey market smart.

I think it would just be easier to pull the Smart 1-liter 3 cylinder, bore it, stroke it, forged pistons, balanced crank, aggressive camshaft, port and polished, bump in compression and ECU re-map with rev limit raise. That would get you at least 120 hp, probably more and you wouldn't have to modify anything on the car's structure..it would look stock.

#5 Follow very detailed instructions
#6 Enjoy 180~240HP car that is not daily driver capable
#7 Remove GSXR 1000 power pack and install fatory power pack for annual inspection
#8 Repeat as often as necessary
#9 Sell smartzuki kit
#10 Sell smart fortwo
#11 Buy a real high HP sports car (I dunno... like a Porsche 911 turbo) and get on with life
