Every 3db is twice the sound power. The dynamic range of our hearing is about 120dB. From the faintest sound to the loudest, we go through 40 of these power doublings. Not 40x, but 2^40. About 1 trillion times the power (million million for you brits out there). Double the power is noticeable but it's not yelling versus talking. From a random sound engineer out on the interwebs, "normal talking is usually between 50-60 dB and yelling can be up around 80 dB's." So double the sound power isn't terribly significant but it is a difference and one that can be an issue for people a bit more sensitive to background noise.
