Only if the ECU is flashed with a performance curve.
the stock Smart will shift at 6500rpm if you keep your foot in it due to the signal you are sending telling it to go as fast as it can.
if you are only slightly pressing the pedal then it will upshift as fast as it can for optimum fuel economy.
it is trying to read your mind and make the car perform in the best way, either for milage or performance.
