It would be great to add to the incentive to buy a Smart but it sounds like this bill would not take effect all that soon:
"Under the bill, the air board would rank passenger vehicles, beginning with 2011 models, according to the amount of carbon dioxide and other greenhouse gases they emit."
I'd really like to see some focus on cars on the road vs just future new models. For example there is a guy in my neighborhood who runs a business using ancient old fluids leaking all over smoking trucks because it is so cheap for him to do that - the amount of crud that comes out of those things is just awful

Some incentive or penalty for that sort of thing would go a long way towards making immediate real changes in pollution.
