We only run 87 for the last 25k no issues

Yet SmartUSA higher-ups have suggested that using lower grade fuels exclusively (in regions where higher grades simply aren't available) will not harm the engine.

Which higher-ups at smartUSA suggested that and when? Why would smartUSA even say that? Where in the USA are higher grades simply not available?

BTW, the specified North American 91 pump octane fuel equivalent (95 RON) is only considered "regular" grade in the rest of the world where smarts are sold (and the Mitsu engine was designed). We have settled on low-octane gas because long ago we settled on big, low compression engines in land yachts as the norm.

...because they are smart. when is the last time you heard of a new car with pre-ignition, holes in pistons, burnt valves and "ruined engines" due to using lower octane. yes if you push your car to it's limits you may hear the knocks and then mostly the ecu makes the adjustments. will the adjustments back down performance - yes if you try to to take it to the limits again. Scaring people to the point of them trying to suck the gas out of their tank is ridiculous. yeah big deal the smart is 10:1 compression. add a turbo and run 15lbs of boost and you'll need the octane. run your smart around town at 50 mph forever and start clogging your cat with unspent hi-octane gas.

I don't get why folks on this forum tell people to put the wrong size tire on the front of their cars but they can't have a gallon of 87 octane in the tank.......

I don't believe this is the quote I was thinking of:
Schenbri on Premium Fuel

Or this one:
using non premium fuel

But I'm having a little trouble searching up a distant memory. Try a google search on site:smartcarofamerica.com and you'll find many discussions on the grade, worldwide availability issues, and RON vs PON fuel rating schemes.
