Freeways would have half as many on ramps as off ramps. There would be no on ramps for at least one mile before a major freeway interchange. HOV/Carpool lanes would be turned into non-exitable express lane for cars transiting their entire length. Entry metering lights would be totally eliminated,especially ones at freeway interchanges,and lanes would be color coded for drivers to get into the correct lanes for exits or transitioning at interchanges.
Well, where there are HOV lanes in urban areas, they usually run for about 10 to 15 miles and then end. So say you're driving up I-5 and get to Elk Grove. A HOV lane starts and goes through Sacramento and then ends somewhere North of the city, it would work great for people who are just passing through and aren't going to stop off in Sacramento.
