I was about to mention the early riser thing but that's even included.

This could be a solution to over population as well.

edit: I had written a long thing about what happened to me yesterday but it is best left unsaid. The old guys have to be able to be called up ready to go at a moments notice too. (that means not drunk all the time )

I have a simpler rule that would stop 99.9% of all wars:

The first brigade sent must contain (or be made up entirely of) at least one son or daughter from each politician that voted for the war. This brigade must be placed into the arena as early as possible, and remain there until the war has ended.
