Dave, help me understand what you mean by the 17,146 figure.
Your a lot braver than I am, you must have been running on Fumes when you pulled into the gas station. Tell us, when you filled it, did you "top off" a couple extra times.
There has been some debate whether the 8.7 includes or doesn't include the 1.3 gallon reserve. There are two camps, one believes that it does and the other doesn't. The smart documentation is unclear at best. I've filled my car to 9.5 gallons more than once when I was at 0.0 gallons, so I'm in the "it's a 10 gallon tank" camp.
Edit: Or, as Old smart points out below, there is significant capacity in the filler neck that puts the total 'system' capacity to right at 10 gallons.
When I top of, it all spills out. But I could see .3 gal in the neck. That is amazing!
Well . . . you can't fit 9.0 gallons in an 8.7 gallon capacity tank. So, I needed to ask the question. I learned by asking the question & as a new fortwo owner, that was valuable to me.

I filled up yesterday, 312.2 miles, the first time I broke the 300 mile mark. It took 7.8 gal to fill up. I fill on slow and stop when it clicks off. My trip had just started flashing the 1.0 gallon instead of miles. I have just over 2000 miles on my 2009 passion coupe. I just drive, sometimes manual, sometimes in auto. I have a scangauge on order, and expect that to help increase my mileage, (it did in my truck).
