Yes, despite divorcing Chrysler, Daimler still has to honor the commitment. The technical nfo is provided via
Daimler AG - Service & Parts net
But this is just for the EU. You can only register if you are in certain countries -- and the USA isn't one of them. You have to have a credit card issued by one of the countries to register. (This is covered in other threads here.) The parts info is for a nominal fee. The service info is
very expensive (just like the price you list).
For this European solution, the Electronic Parts Catalog (EPC NET) is available to anyone. Service procedures are theoretically only available to actual auto service/sales persons. Here's what they say:
"To purchase access to WIS net, ASRA net and TIPS you must belong to an authorized group of persons as defined in the BER (EU Block Exemption Regulation for the sales and marketing of motor vehicles). If it is determined that you are not a member of an authorized group of persons, we reserve the right to block your access.
NEW! Effective immediately, EPC net can also be used by private customers. Please select your customer group and note the General Terms and Conditions for private customers."
In the US, Mercedes-Benz USA provides EPC NET for free to
USA individuals (as proven by having a credit card issued in the US). The downside: it is limited to Mercedes and Maybachs, and
specifically does
not include smarts. You can find it at

See the disclaimer about "No smarts" as Question/Answer 13 in their FAQ:

For Mercedes/Maybachs, you can get parts lists and exploded diagrams.
Besides the free logon, they also offer a $12/year logon that gives access for non-USA models. I tried it. Yep, non-USA models as in non-USA
Mercedes. Not smarts.
However, there
is a way to gets part lists for the smart from the MBUSA info. This includes all the variations: ForTwo-451, ForTwo-450, ForFour, Roadster. But no exploded diagrams.
To get parts lists, register for a free logon, then log onto EPC and from the menu pick "Search" the "Part". You'll get a dialog. Switch to the tab called "Parts for Model Designation". Enter your model (451) and click the binoculars (or hit enter). You'll see a list of models (unfortunately, all European). Pick one and off you go.
Also from MBUSA, you can get a lot of other
Mercedes information -- if you pay. See here
STAR TekInfo
They charge for a lot of that stuff -- like service procedures -- and they charge a
lot. Though they offer different subscription lengths, as short as "1 day for $18". (ha ha ha. I'll wait for the Haynes manual.)
But, it sure would be nice if smartUSA would start providing EPC to USA individuals.
