Yes, you are igniting flammable gasses (and contained in the tire, possibly explosive), but when done right, its fairly safe. The trick is to leave a 'fuse' by spraying a line away from the tire once you have sprayed inside it. Im a 4x4 nut, and have use the ether trick on many tires, in many weird situations. Were talking 54" diameter tires on a rig that is hanging on the side of a hill by a winch cable. Really, the hardest part is getting enough air in the tire after the bead has been seated before the expanding gasses cool and creates a vacuum pulling the bead back off.
Just be careful and you will be alright.
