left rear fog light always on

I recently bought a 2005 passion and noticed yesterday that the right rear fog light is always on once the ignition is moved to the 1st position and there is no way to turn off the light.
Seems also that someone has tampered with this light since the cover for the fog light is supposed to be red and it's clear on the right side.
So I guess I'll have to disassemble the rear taillights to check the wiring - compare the side that works correctly and the side that doesn't.
Anyone have any how-to info for this?

Why would it have fog lights in the rear of the vehicle? Perhaps it is the back up lights?

Lots of Euro cars have rear fog lights that are brighter than regular tail lights for added visibility.
