i live in nyc, and a few nights ago it was about 9 degrees, i started my smart and turned on the rear defroster and then the heat, but no air was coming out the vents. i turned on and off the car a few times and kept turning the air/heat on and off, and also turned the rear defroster on/ off several times, then finally the air came out after about 5 mintures, also it was the first time the car experience such cold temperatures and first time there was ice on the wind shield.
That's a bummer. Do you mean "no air"- as in no air blowing from the vents at all, or no hot air blowing? Did you try changing the vent directional dial as well as the fan speed?
We had about two weeks between 0* & 10*F, and the fan always worked immediately, no problem. HOWEVER, unless absolutely needed to clear the interior windshield, I chose to leave it off for the first couple minutes during warmup as I drove.

Maybe frozen condensation, inside the vent duct doors. Holding them closed. No air, till it warm up a little.
