The noise is not chain, lifter, or cam related. It was diagnosed and eliminated as described in the other referenced post. Did you read it?
The smart engine makes no other unusual noises other than this. The use of a timing chain and hydraulic valve lifters are not uncommon in automotive design.
Just because the car is relatively unusual here in the US doesn't mean everything about its engineering is weird, mysterious, or particularly trouble prone. This kind of thinking seems to be a recurring theme here....
