This is a lockout key for techs to work on the car ect. This way you don't have cars jumping out of park when you don't want them too. No other purpose.

I'd be careful using your cell phone while the "key" is plugged in...

looks like it may be a safety override to avoid a JDAM from being dropped on your position...
