Save Our Tubes (De Dion that is).

The open De Dion tubes look like salt/rust catchers. Should we cover these ?
There is also another potential rust spot next to the front jacking point.

Rust holes in our tubes sound really bad.

I wonder about that as well. We get tons of salt on the roads here in the winter and unless that tube is made out of some space age material it's already started rusting. Don't know why it's open on the ends either - would a cap be a good idea?

EXCELLENT POINTS! a plastic cap would work, 'if' one could be found in the correct size. just press them in and 'viola!', be done with it!

Tube Caps

Breathless Performance has some very nice "Gucci" caps. Otherwise, McMaster-Carr (http://www.mcmaster.com/) has a bajillion tube caps in all styles, materials, and sizes. Just search "tube caps."

Trapping moisture in there might be worse.

think you have somthing there, apply wd40 or similar x times a year

Or blow the tube dry with a heat gun or hair dryer before inserting plugs

I would recommend a breathable filter. Perhaps something like a tight polyester material or even something more exotic like Goretex that will allow air flow but will block dust, grime, water splashes etc...
