Virginia actually does address rear fog lights:

if the fog is so thick that you need a rear fog light, perhaps it is thick enough to get off the damn road.

While we're at it, let's just leave the wipers off, too. After all, if it's raining so hard that you need wipers to see, you should really just stay off the road. And, if it's so dark outside that you can't see the road without headlamps....

After 2 days in the NC mountains in rain and fog the folks who did the Dragon run should be able to vouch for needing the rear fog light. It would really have helped visibility, although a lot of the locals were driving with no lights at all.
