How did they determine that "some sort of chemical" is causing this? The only thing that could cause a chemical or chemical fume around the passenger's side is the battery under the carpet. That would be a warrenty problem too.
I think you're getting the shaft and the dealer gets $590 plus tax.
Better look up California's lemon laws, all states are different. I believe your car has to be in the dealers repair XXX amount of times for XXX amount of time with the same problem. At least this is what I've read in the Ford Super Duty Diesel engine forums. I have a 2004 6.0L Powerstroke and Ford had to buy back a bunch of these trucks due to engine problems.
Document everything! Keep all of your paperwork and the names and duties/titles of all of the people that you are dealing with, along with times and dates. You're going to need this info. The dealer has to prove the cause, it's not just word of mouth. Get the Regional Manager involved and report this to Smart USA too by phone, registered letter and internet.
