It is for when you are stopped on a hill. Because the transmission is manual it keeps the wheels breaked for a second or two while you move your foot from the break to the gas to prevent you from rolling backwards.
so does it have a incline measuring device coupled to a timed release for pressure release at the master cylinder ? does it also work for down hill or just up ?
It only works up hill and I'm not exactly sure if it measures the incline...it might just sense that you are on a hill and break the wheels for a few seconds

When we test drove a car, we tried it both ways - up and down on a hill. It worked either way. Good for stopping and then backing up a hill to parallel park.
