I'd say photoshop also. If the CHP were going to use a smart, I think they'd do a little more customization on it.

Check out the lower right corner of the door, doesn't look "natural", also, the #9 looks like an entry tag. Maybe a contest of some sort?

A CHP smart is not entirely out of the question in the area shown. I looked up Port Lawrence, which apparently is a luxury condo community in Palm Springs, CA. Given that the average age there is probably equal to that area's average summer temperature, a smart will probably outrun all but the most souped up golf carts driven by the retired hoods in the area. You gotta love California.

The license plate reads 'GP CHIP'. The 'highway patrol' does seem like a board taped to the side. It looks similar to what I did for a memorial day parade in Jamesburg NJ.
