LOL the problem is that policy is often made not by scientists or engineers, but by politicians and bore-a-crats -- don't hold your breath on this one. I've thought for a LONG time that they need to look not at % but at total pollution produced. Really small fuel-efficient cars would have a big advantage since the TOTAL they produce should be less even if the percentages are slightly higher.

It ain't cheap, but as pointed out it has been done. If you got all or most of it salvage, it might not be too bad as far as cost, but it would take you a bunch of time.
I would buy the diesel without hesitation over the gas.
