i take this to mean that the paint on the tridion cell is 'laminated'. i don't pretend to know much about powder coating, but if you powder coat the primer and then powder coat the actual color, this could be construed as being 'laminated'. sounds like either the primer didn't adhere to the cell OR the silver or black color didn't adhere to the primer. either way, once they separate, i can certainly see a safety hazard here.....especially AT SPEED!
i wonder if they repainted (powder coated) "pjneedster"s smart when he had his roof replaced? he didn't mention anything about that.......
