I just emailed San Bernardino County Fleet Management (info@fltm.sbcounty.gov) about their gas mileage gripe. I mentioned their average being ballpark for mostly local roads, the need for premium gas, the affect of lead footed employees and the long standing government vehicle practice of letting the engine idle for long periods at a time yielding 0 mpg.
I BET that they don't use premium in it and that is a minus on mileage. You nailed it when you said lead footed employees and letting the vehicle idle. I recently went out and checked one of our work trucks (2009 Ford F-350 V-10) and the mileage meter on the dash........5.0mpg!!! My parent's motorhome with the same V-10 nets 8.6mpg and it is HEAVY!

My locomotives on Microsoft Train Simulator have 3,500hp (Metra locos) and go pretty far on one gallon!
