Don't melt your plastic panels with those hot lamps, that wouldn't be a very good Christmas.

Since it will be outdoors and at night, I would hope the weather would be cool enough to take care of any heat problems. The parade is not too long so I think it would be OK. I'd think if they got hot enough to melt the panel they'd catch a tree on fire. But I'll go for the LED cool ones anyhow.

I was thinking of using the programmable ones that look like they are moving around (chasing)

I know flashing lights and under car neon is not legal in all states. In Minnesota, you can't even have the lights on your tire valve caps but they still sell them. You can have them for display purposes on a non-moving car.

Today I found jut the lights to solve the problems. G.E. makes some LED christmas lights that have a solar charger and battery to run them. I just have to mount them, plug in the solar cell, and let it charge. It has a light sensor so it shuts off the lights during the daytime. After the parade, they will most likely get mounted in a window or something.

Here is my sugestion.
Get 4 Christmas wreaths. One for each side of the car. String lights into each wreath. Preferably the newer led lights. Get a small inverter that plug into the 12 v power outlet.

Now all you have to do is figure out how to hang the wreaths onto the car and plug them in. If you stick to the LED Christmas lights you shouldn’t exceed the wattage limits of the 12v outlet. If you use fake wreaths you can use them more than one year, you can also take the time to fabric back them so they don’t scratch smartie.

If you have a nice small one for the front and tie it down well you can keep it on for the season.

Since it will be at night, it would be so cool if you can silhouette the car with low voltage lights.

Just mount a big ornament hook on the top of the smartie, might want to add some sparklies and dress up like Santa!
