That may be enough impetus for the Insurance Institute for Highway Safety (IIHS) to choose the smart for testing. But, IIHS tests relatively few cars, usually those of some mass-common interest ... a lot like Consumer Reports.
Also remember that the US crash tests cars at 35 MPH. The Euro NCAP is at 40 MPH I believe.

Also significant is that the Euro NCAP test is offset. This is a much tougher test of the vehicle's structure than the US NCAP "full width" test. It's also much more representative of real life collisions. The US IIHS (Insurance Institute) follows the same protocol as Euro NCAP and often comes up with significantly worse results than the standard US NCAP test.
