Rear fog lights are pretty bright. I don't think most US drivers would "like" having something so bright in front of them.

The contention being that most of us Americans aren't smart enough to have the fog lights OFF when it isn't foggy outside. We leave the fromt ones on all the time, the rear foggie being on all the time would cause issues. Some old lady would get blinded and that would be the beginning of a whole pile of lawsuits. Don't even get me started on lawyers.

They are available on some cars here in the US of A....see people in Audi's and Volvos and some Mercedes driving around with them on all the time. I would like to have them myself....but I do not think it would be worth the effort to properly add them on. Had it been available as an option, I would have bought it. Properly aimed fog lights would never blind anyone, but still, in France and the rest of Europe it is only okay to have them on as necessary while we here in the USA would be hard pressed to find a law enforcement person that would take the interest to stop someone with them on all the time....so many drive with them on all the time.

What I would like to know is how to go about getting a switch to replace the blank. I would like to eventually be able to use it to cancel the traction control. Second choice would be for opening the back window.

Isn't the switch already in there, it just needs a little filing. See Evilution.

Just so you know, check out all the things fuse 11 controls in addition to traction control. It's not possible to disable traction control without losing those other functions as well.
