Yes, at great expense. Over $200 to replace the switch panel below the radio, add two lights and replace the plastic grill work around the lights. The wiring is all ready there. The biggest cost is the new switch plate.
The above noted link contains an additional link (http://www.fq101.co.uk/451foglamp.asp), where an aftermarket installation is described. It has been reported that that installation also has an electrical switching glitch yet to be resolved.
