You can get the car in any state and then drive with the temp license back to your state. The dealership will send you the paperwork and you take that to your local DMV and get registered there. You do not pay the title and license when you buy your car in the other state. Tax may have to be paid in the other state, or the state laws may allow you to pay the tax when you get to your state. You will not have to pay tax twice. What states are you talking about?
Most states let you pull a temporary plate so you can go get a car out of state and drive back to your home state. Then when home you can get it a real plate.

This thread reminds me -- several years ago we purchased a new car then went on a multi-state vacation. We bought the car in California, where the dealer placed the sticker on the front passenger side of the windshield. When we drove through one of the states we visited (I forget which state) we were stopped and required to move the sticker to the rear window left side.
This showed us that not having plates will make your car more attractive to police. Like a smart car needs anything to give it more attention!
