It's pouring outside so I can't look at mine until tomorrow morning, but is it wide, or tall? If it's wide (as in shorter top to bottom than left right), I'd imagine it was done for increase leg clearance.

Actually, I measured today and the wheel is perfectly round. The difference is that it is not mounted in the exact centre, but rather a bit above centre. Therefore, the top edge is "higher" than the bottom in relation to the rest of the dashboard as you rotate the wheel 180 degrees.

Reason for this? My guess is to make the speedometer cluster more visible to tall drivers while maintaining leg clearance.
