Here is an interesting little thing about smarts and their "green" rating

Interesting how of the top 3 cars, Smart is the only one that is all gas powered.

That's the key; no matter what others "think" their cars get, the smart is the highest mpg gas-powered non-hybrid car in the US (for now.) The other thing people seem to miss is the smart's EPA numbers are based on the new (2008) rating system. For 2007 the 451 was rated at 45 mpg highway.
