Actually, I looked into it. The other way is to qualify as a Clean Fuel vehicle. The program was created under the old EPA standards, and if your car had a combined rating of 45 mpg, you qualify. Under the old EPA test standard, the Smart would qualify, unfortunately, under the new, the combined is 41 mpg, and they have not updated the list of cars that qualify since inception of the program. No HOV for us unless we can convince them to add the Smart
