HOV Vehicle? Any Research?

Has anyone researched if the Smart will qualify as a HOV vehicle such as a motorcycle...?

I'm pretty sure the NY rule is the car must be a PZEV (Partial Zero Emissions Vehicle [Therefore a Hybrid])to qualify for HOV use without a passenger. So the smart will not be qualify.

Actually, I looked into it. The other way is to qualify as a Clean Fuel vehicle. The program was created under the old EPA standards, and if your car had a combined rating of 45 mpg, you qualify. Under the old EPA test standard, the Smart would qualify, unfortunately, under the new, the combined is 41 mpg, and they have not updated the list of cars that qualify since inception of the program. No HOV for us unless we can convince them to add the Smart
Can you tell I drive the LIE everyday?
