Kwager , Did you add the wind up graphic?
Elsewhere here one post mentioned the license plate bike rack. I was thinking this may be it. But there can not be enough support here.

It's a machined metal wind-up key. Added it for giggles and am getting lots of them on the road. No way would I mount a bike rack to the license frame. Not nearly stable or strong enough.
