Is it possible for me to sell it to someone else before I sign the paperwork?
Like say someone wanted it and was willing to give me a grand or something.
Could they just take it over? Or would I have to purchase it and pay the sales tax and everything and then sell it to that person?

You can get your $99 back when you cancel otherwise selling it is going to be difficult unless the dealer is willing to work with you (wink wink), otherwise you are going to have to buy it from the dealer and resell it (tax license and all that fun).
