A quicker transmission (better shift program)
Easy to add: A "power mode"/"overdrive-off mode" that'd lock out 5th gear and remap the shift points to compensate. Use the shifter paddles to shift in and out of "power mode" with the gear selector in "D", the way they now work to shift in and out of manual mode.

Not much more complicated (other than in operator training, I can see where it'd be easy to really screw things up): a user-customizable shift program.

With a bigger budget, changing to a two-clutch transmission. This may push the total vehicle cost well past the target price-point though.

And +1s to both the seat-back release on the outer sides of the seats, and the traction-control override button idea.

Just one 'pulse' and their ECM would 'die' for about a minute. They would coast off to the side of the road, wondering what happened. After a minute, they could restart and continue terrorizing others......BUT NOT ME!

Of course this would be included in the "Comfort Package", along with oil slick dispenser and 50cal turret. Safety First, that's what I say!

What you need is a Heavy Duty Flaming Teddy Ruxpin* Launcher.

In all seriousness, I want an ESP toggle-button on my dash. This is possible, but I don't know if I'd want to tackle it myself *hint hint aftermarket*.

You may find hints here how to add a switch to the fuse, but as you have noted, it also turns off ABS.

AS to the Aftermarket, I think their lawyers will say otherwise
