Well, no it won't. That's why you have two keys in the first place.
The insurance is for those who lose keys (and you know who you are), so that the replacement and reprogramming doesn't put you on the spot down the road.
If it was not required by law, there are many who would do without auto insurance. (Hell, there are already many who do without - we have the highest uninsured motorist rate in the nation down here.) As neither my wife nor I have every been at fault in an automobile accident, you could make the case that we don't need it as well.
However, insurance is meant to cover people for foreseeable events that are likely to occur. For many, buying a new key (and reprogramming the lot of them) is a significant expense, and the loss of one is only too common. For them, key insurance is worth the money.
But, if someone doesn't want it, no one is forcing you to buy it.
