It is rather easy to remove the entire trunk panel. It is just 8 screws. With the panel removed, you can use bolts from the outside and nuts on the inside. It may sound like more trouble than it's worth. But compare the 15 minutes this will take with the hassle of getting your lost plate replaced.
Get a couple of rubber well nuts and brass screws at your favorite home improvement store. Carefully drill out the screw holes for the well nuts and press them in. As you screw in the plate they tighten up against the plastic panel. Nice and snug and waterproof.
