Nope. They wont. Not at the same time anyway. Thats why I suggested try ebay too. Just build your fee into the price. If no one wins, then you dont loose anything.
IMHO, I think the market for smarts is getting soft. You are correct. The Portland dealer has MANY cars for sale.
There is a dealer loaded demo for sale in the midwest for less than $12,000. I suspect this is where the market is headed.
There is simply too much supply for the demand. I know that sounds strange, but there are lots of cars for sale. Anyone waiting for a car must be waiting for the EXACT car they want. There are plenty to chose from if you are willing to look outside your area.
As you saw at the dealer, yellow smarts are plentiful. All markets soften after a while. You are running into a multitude of issues at the moment. Most of them were wisely noted in your original post. If I were in your shoes, I would give Craig's a shot (cuz it's free). I would price the car at $1,000 below MSRP and take a reasonable offer. Otherwise, you may be sitting on it for a while. There is currently a Passion on E-Bay with a full body kit and wheels ($4,000 + mods?) and he will take $16,000 today. The bids will not come close to that number.

Ebay IS free right now for vehicles. IF you sell the car, they charge you a $199 fee. I listed my bike on ebay and it sold. But, I didnt have to pay the fee. I listed the bike at the smallest amount i was willing to take and built the fee into it and listed saying OBO. Someone contacted me and made me an offer that was low ball for the bike, but not too bad considering the times. I told him if no one bid, it was his. No one bid, I was not charged a fee and he is sending me a post office money order for the exact amount that I can cash at the post office.
Do both, and if someone wins ebay, take it off CL. But if someone buys thru CL, cancel the auction. This way you get coverage nation wide for free.
