Well not *completely* -- the engine is still running and therefore consuming some gas. But hybrids do actually turn off the engine when they can, and from experience I can say that this can be kind of disconcerting the first few times. Even passengers who have never been in a hybrid before will sometimes notice and think that the car has suddenly stalled.

The engine is driven by the drive wheels no fuel being burned. Just because you did not feel it does not mean it didn't happen.
