In Colorado(for the state patrol at least) troopers wont write you a ticket for it. We will just ask you to change it with the courthouse.
When you register your car, you are suppose to list the dominant color of the car, so if you have a white smart with silver cell, you would list White as the color. When you change the panels you should change the color with the Clerk and Recorder.
think of it this way.
If the color of the car is different than the registration color listed, thats "probable cause" to stop the car....to the trooper the plate could have been stolen. Much less of a hassle to just change the color.
