No... we're not. I've never met an 11-13 year old that should exhibit anything close to the ability to drive a car.
I've stayed out of this till now but reallity has to hit at sometime... kids driving a smart??? Seriously???

I think by now that the smart is out of question and if the op wants something slow, a smart is not his answer and neither is limiting the speed on a smart.
11-13 is still not legal age, but I'm looking into a smart now and I'm 16. So I'd say a kid (of driving age 16+) could drive a smart

I vote for Segways. If $15k is a reasonable budget, surely Segways are within budget. They're pretty safe - self balancing, fun, and don't tempt you to "floor it" to go racing around a corner. An 1800 pound car with a 71HP motor just begs not to be limited - for evidence, see mods and race tracks. A speed limiter would restrict to gears 1 and 2 - the least favorable of all five.
I suppose all the farm kids who drive on the homestead only have to worry about smashing a cow or three. The very thought of a 13 yr old operating a tractor sends chills of responsibility down my spine. This whole thread seems to be a question of "why would you", not why should you. Face it, there are 12 yr olds you could trust with your life, and 20 yr olds who can't find their keister with two hands and a map.

From what I gathered from other members these are the choices the op should consider: (listed from best option to worst)
1. don't consider buying them a vehicle at ALL and explain why they can't have a smart until they're old enough(for now)
2. tell the kids to wait 'til they can drive
3. get them a toy vehicle (like a mini hummer, golf cart, or a Segway)
4. get them a "city car" - like the Kandi Coco.
5. shove a 2x4 under the gas pedal.
6. get them a 3 wheeled car.
Boy did he open a can of worms....Dave gave up on you all many post ago but you guys can't seem to stop on this topic. So what, The guy has some coin and wants his kids to have cool things. Would I buy my son a car at 14 if I could? Yes I would, Would I let him drive it? No, for many reason I would not, and most of them have already been mentioned but the most important one is that is not leagal .
There is a well behaved 14 year old kid who lives right next door to me who has a Lincoln Navigator his Mother bought it for him but he dosen't drive it. But he backs it out of the garage and washes it on the weekends frome time to time.
So is it a good idea for Dave to buy his kids a smart car to drive around his hood? I don't even have to answer that question, but lets not dog him out because he's doing well for his family. I wish I could sit back and wonder what I should buy my kid, A smart car or a segway just to cruise around the block, You gotta admit, It would be nice.....
From the main road to the house is about 12 minutes (and it goes back further)... In a car. The reason my living in a gated community was brought up was to illustrate that the land it would be used on is 100% private. To answer your question; no I did not expect this type of response.
