It's a reasonable concern. From the IIHS crash test video for the smart, it does look like the bags deploy out and toward the front, so a straight slit might delay or prevent the bags from fully deploying (see
http://www.iihs.org/video.aspx?f=releases/pr051408 at about 1:11 and 1:34 of the video).
Maybe a better design would be a finished hole that follows the outline of the side bag cover on the OEM seat.
