Start at the international www.smart.com site first, appears that Mexico is listed but no South American countries so I would doubt that smart has certified the car for use in Brazil ... if you speak spanish, I would try contacting smart Mexico and see if they might be interested as they seem to already have their 451 series like Canada ... just a suggestion
