The Zipcar system has a pre-paid gas card in it that you use when the tank gets down to 1/4 full.
The cars have an electronic key lock system on them, so the company knows what time you enter and leave the vehicle, and how many miles you put on while you were driving.
Presumably, it wouldn't be too hard to figure out if someone was abusing the gas card system by correlating how much driving they were doing with the use of the card.
The only other thing they'd need to do would be to put a new card in every so often.
