The 1/2 answer is it is being built for the London Market where their are strict limitations to the cars in the city

Still only one smart plant - Hambach, France.

Not really limitations; just that every car within the boundaries of the city tax zone must pay a daily fee (Congestion Charge.)

From what I had read some time ago, they were still produced in smartville but were being converted to ED in the UK. But like I said, that was some time ago and they were 450's (like in the pic at the beginning of this thread), NOT 451's.
