Body Mods courtesy of Adobe. (sunlit pavement visible through the middle wheel is the most obvious giveaway; the unusable rear door is another).
Still, neat photo and probably not physically impossible.
I could see something of the sort with two engine/transmission units...
(Reprogram one transmission to hold the same gear longer than the other and you'd completely eliminate the hesistation during shifting!)

Follow-up to my parting shot there -- actually, the Smart has more power than the early Vanagons (which had essentially the same engine as the '78-'79 Bus).
Hmmn... wonder if the Smart drivetrain would fit into a Vanagon engine bay?
