The Virginia code allows for vehicles that can go no faster than 35mph to use certain public roads where they could not be used otherwise. The roads must be signed as such, and the operator must meet certain requirements as to age and license. The procedure is generally limited to gated communities where golf carts are in use, though our College of William & Mary's "flower lady" makes her rounds of the various flower beds on public streets with a John Deere Gator. W&M is a state university and the Gator carries no registration, just the caution triangle. The City meter maid used to drive a cabbed Cushman three-wheeler. The speed limits anywhere in the City are 35 or less. This is smart country.
