The parking regs clear say the Iowa rules apply to the campus. Its nice they let you out of the ticket, but your ignorance of the law is not an excuse, neither is the ignorance of a campus employee.
If campus wants to designate smart parking spaces, great. But making a parking space for you alone (I imagine you are the only smart on campus right now) is not a productive use of limited space.

Yea, I have parked in other lots before (company lots) and they had some parallel parking spots where I did go in perpendicular. I would have thought the ISU campus was private property.

Any student who operates or maintains a motor vehicle or motorcycle on campus or who owns a vehicle which is so operated or maintained is responsible for the proper registration of such vehicle and the display of the registration decal thereon.
2. The vehicle was parked in a designated parking space on the campus that was not
· restricted by signs,
· was not a loading zone, and
· was not designated for persons with disabilities.
3. The vehicle was not parked over a stall line.
4. The University does not have a rule/ordinance for center parking nor against center parking.
The intent of parking within the confines of the space is to not block vehicle or pedestrian traffic. The standard size of a parking space is 8 feet x 16 feet to 9 feet x 18 feet.

The smart car is 106.1 inches in length or 8.84 feet or 8 Feet 10.08 inches. It is reasonable to believe that the vehicle will fit in standard space.
The smart car was not sold when the regulation, 321.361 was placed into the regulations as the vehicle was sold for the first year in 2008.
The ticket was for improper parking; however the mechanism of the improper parking was not specified, including specifically violating 321.361 of the state code; the site only mentioned the improper parking or potentially 419(7)e.
Intent to not block vehicle or pedestrian traffic appears to have been met.
