Not to be totally anal, but I was at first confused by the forum chapter's name.
Up here in the great Northwest, we are used to seeing PNW as an abbreviation.
Didn't know what "PCNW" was!!
You might want to consider changing it...

I'd like to see a Portland club. Or a NW Oregon/SW Washington club. We're pretty far (geographically) from Seattle.

What needs to happen to organize locally?

I already formed the smart car club of Idaho at http://smartcarclubofidaho.com, which has 3 regional groups (SouthWest, Eastern and Northern Idaho).

We will actually have our clubs tool in place later on this month where area and regional groups can form clubs sanctioned under SCOA. Its something I am working on right now and should have good progress on in the month.
