In Florida the HOV sticker is assigned to only:
1. Hybrid cars (any)
2. ILEV emissions vehicles (no gas cars current sold meet this, though the new Honda Civic GX "may" qualify).
Notice that no mention is made of the MPG itself, just the emissions. Florida "ILEV" seems to roughly equal a car of EPA BIN 2 or better rating (2-0).
The 2008 Smart is an EPA BIN 5 vehicle, better than "the rest", but nothing special (emissions wise). California calls this a LEV II car.
For comparison BIN 3-4 is a ULEV II in California. Bin 2 is a SULEV II, and Bin 1 is a ZEV.
